Four permissions control competencies: Manage competencies and See competency assessments (in the Competencies section), and See job catalog competencies and Edit job catalog competencies (in the Job catalog section). Together they decide who builds the competency library, who links it to jobs and who sees assessment results.
Before you start
- You need access to Settings > Permissions to edit permission groups.
- Employees only get a permission when they belong to the permission group where it's enabled.
- Some permissions have a scope, which decides on whom the user can act:
| Scope | Applies to |
|---|---|
| Themselves | Only the user's own data |
| Direct and indirect reportees | People who report to the user, directly or through the hierarchy |
| People on teams they lead | Members of teams the user leads |
| People in their legal entity | Everyone in the user's legal entity |
| The whole company | All employees |
The permissions
| Section | Permission | What it allows | Scope |
|---|---|---|---|
| Competencies | Manage competencies | See Performance > Competencies; create, edit, delete and import competencies, levels and competency groups. | Company-wide (no scope) |
| Competencies | See competency assessments | See the Competencies tab (competency scores) of the employees in scope, including their own profile. | Themselves, reportees, team leads, legal entity or whole company |
| Job catalog | See job catalog competencies | See which competencies and expected levels are linked to jobs, and the Jobs tab of a competency. | Company-wide |
| Job catalog | Edit job catalog competencies | Link competencies to jobs, set expected levels, unassign them, and use Assign jobs in bulk. | Company-wide |
| Data import | Can import resources | Use Import competencies and Assign jobs in bulk (together with the permissions above). | Company-wide |
Default settings
| Permission group | Manage competencies | See competency assessments |
|---|---|---|
| Admin | On | On (whole company) |
| Basic (employee) | Off | On for themselves, their reportees and teams they lead |

- Go to Settings > Permissions and open the managers' permission group.
- Open the Competencies section.
- Turn on See competency assessments and select Direct and indirect reportees (and/or People on teams they lead).
- Click Save changes.
Let someone link competencies to jobs
- Go to Settings > Permissions and open the permission group.
- Open the Job catalog section.
- Turn on See job catalog roles and levels, See job catalog competencies and Edit job catalog competencies.
- Click Save changes.
Rules and behavior
- If a user doesn't have Manage competencies, then Competencies doesn't appear under Performance and the competency pages can't be opened.
- If a user has See competency assessments for an employee, then they also need to be allowed to see that employee's review answers: results from a review only appear when the review answers are visible to them.
- If See job catalog roles and levels is turned off, then See job catalog competencies and Edit job catalog competencies are turned off too.
- If Edit job catalog competencies is turned on, then See job catalog competencies is turned on too.
- If your company's plan doesn't include Performance (Business or Enterprise), then Manage competencies and See competency assessments are hidden from Settings > Permissions.
- Answering a competency question in a review doesn't need any competencies permission; it follows the review's reviewer assignments.
Limitations
- You can't let someone manage only some competencies or groups; Manage competencies covers the whole library.
- You can't let someone edit competencies for only part of the job catalog.
- You can't give read-only access to Performance > Competencies without edit rights.
Troubleshooting
- Symptom: "An employee doesn't see Competencies in their profile." → Cause: See competency assessments isn't enabled for Themselves in their permission group, or the company's plan doesn't include Performance. → Fix: Enable it for Themselves in Settings > Permissions > Competencies.
- Symptom: "A manager sees the Competencies tab but it says 'There are no competency assessments to show'." → Cause: The employee hasn't been assessed yet, or the manager can't see the review answers where the assessment happened. → Fix: Check the review's visibility settings and that the review answers are shared.
- Symptom: "An HR user can create competencies but can't link them to jobs." → Cause: Missing Edit job catalog competencies. → Fix: Enable it in the Job catalog section.
